        The Fourth Meeting of the Council of APSCO was convened in Pattaya, Thailand from 26 to 27 January 2011. The following accredited ministers/ministerial representatives from Member States and Signatory States of APSCO with their delegations participated in the Meeting, namely Bangladesh, China, Indonesia, Iran, Mongolia, Pakistan, Peru, Thailand and Turkey.

        Mr. Thaneerat Siriphachana, Deputy Permanent Secretary of MICT, Thailand was the Chairman of the APSCO Council, and Ms. Jirawan Boonperm, Permanent Secretary of MICT, was the Co-Chair of the Meeting, and Mr. Khondaer M. Asaduzzaman, Secretary of MOD, Bangladesh was the Vice Chairman.

       The Council approved the report of the Secretary-General of APSCO on the activities of the year 2010, including the proposed plan of activities for the year 2011.
       The Council approved the Scenario-1 (A complete turn-key solution from international market, while ensuring maximum possible know-how transfer and capacity building of the participating Member States) of the APSCO Applied High-Resolution Satellite System project as an optional project of APSCO. The implementation of the APSCO Applied High-Resolution Satellite System should give priorities to the Member States of APSCO while maintaining its openness to all interested countries with budgetary and/or technical contributions, with the approval of the Council Meeting(s).
        The Council approved the Feasibility Study of the first stage of APOSOS as a basic activity of APSCO which is renamed as Asia-Pacific Ground-Based Optical Space Objects Observation System (APOSOS).
        The Council unanimously adopted the general direction of the Development Plan for APSCO Activities and expressed that further changes might evolve with time and technology innovation. The suggestions from the Member States should also be taken into consideration. The Development Plan should be reviewed at least once every two years.

        The Council unanimously adopted the general directions of the Development Plan for APSCO Education and Training, which was subject to revision during the upcoming Council meetings.
        The document of Appointment of APSCO Bid Evaluation Committee for implementation of APSCO Data Sharing Platform Project was presented to the Council for review and approval. The Council approved the Appointment of APSCO Bid Evaluation Committee for implementation of APSCO Data Sharing Platform Project.
        In accordance with the conditions stipulated in the Convention of APSCO and related rules and regulations, the Chairman and Vice Chairmen shall rotate alphabetically every two years. With the termination of Thailand as the Chairing Country, Bangladesh became the Chairing Country from the year 2011 until the beginning of 2013 with Vice Chairmen from China and Iran.
        The Secretariat had been notified that Bangladesh nominated Mr. Khondaker M. Asaduzzaman, Secretary of MOD of Bangladesh, as the Chairman of the APSCO Council. And Iran nominated Mr. Hamid Fazeli, President of Iranian Space Agency as the Vice Chairman.
        This Council unanimously accepted these nominations mentioned above.
