The Research on Determining Precursor Ionospheric Signatures of Earthquakes by Ground Based Ionospheric Sounding (Earthquake) Project


The project proposal on Research on Determining Precursor Ionospheric Signatures of Earthquakes by Ground Based Ionospheric Sounding Project had been approved by the Council for conducting feasibility studies in its Fourth Meeting. China Earthquake Administration was nominated as the Lead Agency of this project in the same year. In order to carry out feasibility study and determine viability of the above mentioned approved project proposal, the First Expert Group Meeting was held during 25th to 29th June, 2012. And the Second Expert Group Meeting of this project was held during 19th to 21st March, 2013.

In the 7th Meeting of the Council of APSCO in July 2013, the project was approved for implementation and appreciating China¡¯s donation of software for this project. On 16th April, 2014, China National Space Administration suggested changes in the financial layout of the project to APSCO Secretariat through a Note Verbal, in which it was proposed to provide research funding amounting to USD 200,000 to the lead agency from the Meetings and Conferences head of the project. The 8th Meeting of the Council of APSCO in September 2014 approved the change in the financial layout of the project budget.

The objective of this project are to integrate all existing ground-based ionosphere monitoring resources in Asia Pacific and to construct the Ground-based Ionosphere Monitoring and Information Sharing Platform in Asia-pacific region for users in the Member States based on the APSCO data management publishing system; Based on the regional ionospheric model, to provide technical support for the ground-based ionosphere platform information display and seismo-ionospheric research; To develop the extracting methods of multi-source ionospheric disturbances, carrying out the studies of strong earthquake cases and statistical analysis, obtaining the temporal evolution character of seismic ionosphere; To investigate the seismo-ionospheric coupling mechanism model.

Following are the major events related to this project:

1 The Kick-off Meeting for APSCO Earthquake Project

The Kick-off Meeting on the Research on Determining Precursor Ionospheric Signatures of Earthquakes by Ground Based Ionospheric Sounding Project was held in the Headquarters of APSCO in Beijing, China from 21st to 23rd October 2014. Thirteen delegates from five Member States of APSCO participated in the meeting, including: Bangladesh, China, Pakistan, Peru and Thailand.

CEA made a presentation of the Project Implementation and Management Plan and it was discussed by all participants. The Project Agreement was reviewed and signed by the APSCO and CEA. The templates of the Sub-agreements between CEA and M.S. were discussed and would be sent to related experts in M.S. for their feedback within two months. The meeting was successfully concluded with vote of thanks to the Directors of the PMB.

2 The Preliminary Design Review Meeting for APSCO Earthquake Project

The Preliminary Design Review Meeting on the Research on Determining Precursor Ionospheric Signatures of Earthquakes By Ground Based Ionospheric Sounding Project was held from 8th to 10th April of 2015 in Sanya, China.

3 The Proposal Evaluation Meeting for the GIMISP

As one of the key activities in the Research on Determining Precursor Ionospheric Signatures of Earthquakes by Ground Based Ionospheric Sounding Project, upon the approval from APSCO Council, APSCO is procuring Common Software and Hardware of the Data Center which would be installed in site of Institute of Crustal Dynamics, China Earthquake Administration (ICD, CEA). As recommended by the system support ICD, CEA, The Proposal Evaluation Meeting for the GIMISP was successfully held on 24th June 2015 in the Headquarters of APSCO. And Bejing Zhi Hong Ji Chang Tech.Co.,Ltd. won the bidding.

4 The Critical Design Review Meeting for APSCO Earthquake Project

The Critical Design Review Meeting on the Research on Determining Precursor Ionospheric Signatures of Earthquakes By Ground Based Ionospheric Sounding Project was held from 15th to 16th October 2015 in the Headquarters of APSCO.

5 The Final Acceptance Review for the GIMISP

The Final Acceptance Review Meeting of the GIMISP was successfully held in the Institute of Crustal Dynamics of China Earthquake Administration (ICD, CEA), Beijing on 27th June, 2016. Dr. Manop Aorpimai, Director General of Strategic Planning & Program Management Department of APSCO, Mrs.Byambasuren Erdenee, Senior Official of Strategic Planning & Program Management Department of APSCO, Mrs. Charis Xiong, Project Manager of Strategic Planning & Program Management Department of APSCO, Prof. Hong Chen, Deputy Director of ICD, CEA, Prof. Xuemin Zhang, Research Director of IES, CEA, Dr. Jianping Huang, Associate Professor of ICD, CEA, Mr. Zhiyuan Zhou, Project Manager of Beijing Zhi Hong Ji Chang Tech.Co.,Ltd. and Mrs. Minmin Tian, Software Engineer of Beijing Zhi Hong Ji Chang Tech.Co.,Ltd. attended this meeting. According to the Procurement Contract signed by Asia-Pacific Space Cooperation Organization and Beijing Zhi Hong Ji Chang Tech.Co.,Ltd., all installed deliverable items stipulated in the Contract are confirmed and accepted.
